Certificates

Certificates and academic records are issued at Student Educational Support Section. They are issued free of charge, but the postage charge will be borne if you would like to receive them by postal mail.
From the aspect of the privacy protection, some identification should be presented to confirm the identity of the applicants when request forms are submitted. For the same reason, Obihiro University does not accept any requests from other than the applicant him/herself, but the request by a proxy is acceptable with a letter of proxy in the case of emergency.
You can request and receive certificates at Student Educational Support Section in person or by postal mail. Please note that requests by phone, facsimile or email are NOT acceptable.

How to request

1. Request at the section counter

Please fill in the request form and submit it at the Student Educational Support Section. Some identification (e.g. student ID card, passport, residence card or driver’s license ) must be presented. If a proxy requests certificate in place of you, please refer to “Request by proxy”.  If you wish to receive the certificate by postal mail, please bring a self-addressed envelope with postage stamps.

8:30 to 17:00 on weekdays
Closed on Saturdays, Sundays, National Holidays and 
Year-end and New-year holidays (12/29 to 1/3)

2. Request by postal mail

Please send the following documents to Student Educational Support Section:

  1. Request Form
  2. A copy of your ID
  3. A self-addressed envelope with stamps

※For applicants abroad:If you are not able to obtain Japanese stamps,
please buy international reply coupons at a post office and send them
with the documents above.
Please confirm that the postage will cover the expected weight
of the envelope.
A certificate weighs 5g, and a sealed certificate weighs 10g.
Unused stamps or coupons will be returned to applicants.
One international reply coupon is equivalent to 130 yen.

3. Request by proxy

If a proxy person requests certificates for you, he/she will be asked to submit the following documents with request form:

  1. A Letter of proxy
  2. A copy of your ID
  3. A copy of proxy person’s ID

Days required for certificate issuance

The certificate in Japanese will be issued and shipped on the next day of the request form’s arrival. Saturdays, Sundays, National Holidays and ear-end and New-year holidays (12/29 to 1/3) are not available to offer the service. Please note that for English Certificate, it takes about 1 week to issue plus shipping time.
