Introduction

The technical education that's provided as a part of universal education is a guide to the world of technology and labor, and it's regarded internationally as an indispensable component of school education. The sound development of children requires more than just cramming for exams. It also requires guidance that enables children to recognize who they are and to create connections with society. However, the technical education that's provided as a part of universal education in Japan (arts and crafts in elementary schools and technical arts in junior high schools) lags other nations in terms of class hours and the like. Why hasn't technical education taken root in Japan as universal education? To clarify this problem from a historical point of view, we research the history of the technical education that's provided as a part of universal education in the school system since the Meiji era. In addition, in order to make practical use of knowledge gained from research on that history at present-day schools, I study the development of teaching materials in order to understand the significance and realization of children's learning, developmental problems of children, and issues to face towards improving educational conditions.
